I think it is quite difficult to add migrating as a metric because I only migrated one way. On top of that there are many factors that influence it. Some factors that come to mind are framework familiarity, the size of the codebase and how much the code depends on the framework. For example, it’s much simpler when you can just drop your styles from one project into another.
